In some areas, the federal and provincial governments share responsibility. The Constitution states that agriculture and immigration are the responsibilities of both levels of government.

The third level of government is at the municipal or city level. Each city or town has its own local government. Municipal governments take care of matters that affect local areas. Libraries, parks, police and fire departments are municipal responsibilities. Each level of government has a different role to play in managing the affairs of the country.
